I had a dream once about a coastal town with a fairly small local population. The economy was based around both fishing and a nearby naval base. In this town there is a museum filled with relics and belongings of those who have died at sea, in the vicinity, or having belonged to locals who died at sea serving abroad. The museum serves as both a sightseeing destination for tourists, and as a place for locals to come to look for anything that might have come in which belonged to a loved one. New items come in periodically, and if there is no specific name on the article, they are displayed. People are required to bring proof the article belonged to a loved one, usually a photo or, in the case of an identified article, proof of the buyer's identity and relation to the deceased.
Some articles are for sale. People will buy personal effects lost at sea, still smelling of brine and seaweed, still unclean, and take them home
